EAST LIVERPOOL - Ernest Luther "Ernie" Carter, Jr., 74, of East Liverpool, passed away Saturday, December 27, 2025, at his home.

He was born February 28, 1951, in East Liverpool, the son of the late Dorothy (Price) and Ernest Carter, Sr.  In addition to his parents, Ernie was preceded in death by his brother, Richard "Rick" Carter.

Ernie graduated from Wellsville High School in 1969 where he was a member of the basketball, football, and baseball teams. He was a member of the Wellsville First Baptist Church.

Survivors include his children: Jamie Allen of Wellsville and Amber Austin Watkins of Boardman; siblings: Keith Carter of East Liverpool and Tammy Skov of Leesburg, VA; as well as several grandchildren and great-grandchildren. Also surviving are his special friends and caretakers: Debbie McLaughlin, Nate Mayhew, and Randy Dillard.

A memorial service celebrating Ernie's life will be held at 12:30 pm on Saturday, April 11, 2026. Family and friends may visit one hour prior to the service.

Roberts Funeral Home in Wellsville is entrusted with his arrangements.
